You are extraordinarily quick.
Prerequisite: Dexterity 13+
Benefit: You gain a bonus to your base land speed equal to your Dexterity modifier times two (feet), up to a maximum of +10.
Note: Talents can only be gained at first level

Not terrible if you have easy access to traditional 3.5e stat boost spells -- now cat's grace gives a 3rd level dude who barely qualifies +5 ft. of movement for its duration, and that's kinda cool -- but perhaps not as useful as you'd intended. I'm of the opinion that feats & talents should be useful to PCs who meet the qualifications.

You could just have it give +5 ft. base movement. :)

That's the Dash feat.

I'd consider removing or raising the cap on the increase.
Also, is the bonus to speed a named bonus? If so what kind?

I've been considering either splitting it into two talents, the second stackable with the first.

Or going +3 feet per +1 of Dex modifier.

The bonus would be unnamed.

Because I slo allow this feat:

FLEET OF FOOT [GENERAL]
You are hard to keep up with.
Benefit: Your land speed is faster than the norm for your race by 10 feet. This benefit applies when you are wearing no armor or light armor and not carrying a heavy load. Apply this bonus before modifying your speed.
Special: If a feature of a class also improves your land speed, the speed increase for Fleet of Foot stacks with that provided by the class feature.
