I'd keep it at a hard and fast +4/+4. Although it being able to shift between them is interesting. As say, a standard action, the host can get the symbiot to "shift" granting either +8/+0 or +0/+8. Or to keep it simple it just stays at +4/+4.

When Tiamat made them, she wanted dragons that looked like good-aligned dragons, but had the alignment and temperment of evil dragons.

Instead, she got the dragonlords which have Tiamat's general body structure and the general disposition of a good or neutral aligned dragon.

There aren't alot of them due to the fact that when they entered middle-earth and helped the elves, Morgoth kinda decimated them. The survivors had to learn how to hide within human and elven society.

They are powerful, but they do have weakness'.
They will almost always be encountered in humanoid form.
While in humanoid form, they do not have the natural armor of dragons and generally conform to whatever species they're trying to emulate. And that means level restrictions.

And i was going for power restrictions on their size/flame. maybe using the gold dragon tables due to the fact their granda was a gold dragon.
