It's polished version of EnWorlds own Upper Krust's outstanding work. A version 4 can be found here: http://www.enworld.org/showthread.php?t=66470
U_K has finetuned it since then, but the final version will have to await his loooong delayed Immortals Handbook.
But ver. 4 works fine and it's free! Grim Tales work even better, but isn't free.

Also, remember that in the books, tolkien elves seem to have some sort of racial telepathy/empathy that they can use with anything that has elvish blood. dunno if that'll help.
