Just suppose that you wanted to add feats to AD&D. Here is my proposed idea. Feats cost experience points to learn. The amount of XP a feat costs to learn is dependent upon the minimum level required for the prerequisites under 3.5. A feat costs half the amount of XP required to level up at the minimum level you could take the class. For example, a fighter can take weapon focus at 1st level. Therefore, to get weapon focus, a fighter would half to spend 1,000 XP. At low levels, the fighter would probably only have weapon focus with one weapon since the XP cost is relatively high at low levels, but upon reaching higher levels, the fighter could easily ditch 1,000 XP here and there to focus in several weapons. Weapon Specialization would cost 5,000 XP. Greater Weapon Focus would cost 62,500 XP! 
Feats would be understandably rare, since they would slow one's level development. However, making them rare but available would be the goal. Obviously the idea would need a lot of kinks worked out of it because many feats work differently for different characters, but the basic idea of charging XP for feats... What do you think?
