Adjucating Magic Item Value

So I want to give my warforged player a pauldron that chucks a bunch of spikes.

I've got it figured out to shooting all 7 as a standard command activation.
It can only load nonmagic masterwork shuriken that's 50.7g per shot and all ammo is broken.
It fires with just a +1dex and +1str but does benefit from the players BAB.

Right now I'm floating around 3000g but I don't know of any similiar item or spell so I'm going totally blind.

So BAB+2 is low but you roll 7 and count successes.
Magic is out so there's no cranking up the ammo power and making it into a bomb.
The strength bonus is set and suriken are 1d2 so its not that much even if a bunch hit.


Should I allow magic ammo to be loaded? It would get broken once a couple abilities start becoming available but it would also be expensive as hell.
