adult Tijanida and Improved Grab

Improved Grab Srd quote:
"If the creature hits with a melee weapon (usually a claw or
bite attack), it deals normal damage and attempts to start a
grapple as a free action without provoking an attack of
opportunity. No initial touch attack is required, and Tiny and
Small creatures do not suffer a special size penalty. Unless
otherwise stated, improved grab works only against opponents at
least one size category smaller than the creature. "

From the tojanida Srd description:
"Improved Grab (Ex): To use this ability, the tojanida must hit
with a bite or claw attack. If it gets a hold, it automatically
deals that weapon’s damage each round the hold is
maintained. Underwater, a tojanida can tow a grabbed victim of
its own size or smaller at top speed. A favorite tactic is to
grab a single opponent, then withdraw, hauling the opponent away from its allies."

Can an adult tojanida (medium-sized) use improved grab on a medium sized pc?. The description of tojanida does not say they can use the grab ability on creatures the same size, but unless they can, how can "a tojanida tow a grabbed victim of its own size or smaller at top speed"?.

Looks to me like the same size grab is a special exception for the Tojanda that only works underwater (in keeping with their watery nature).
