I'm not able to find a place from which I got this impression, till then, let's forget about it. If I'm able to find it again, I'll post it here, but I could have as well misread something (and certainly hope so, higher level at-will powers would be very good, especially for paths/destinies).
GamerZero interviewed Rob Heinsoo at DDXP concerning the new PHB. In it he answered questions about multiclassing, he said that you replace older powers with newer ones, and that you could decide instead of choosing a new power from your class that you could switch a power you already have by replacing it with a power from another class instead. Ok, this might actually be too powerful, I can't tell really. It seems like it might be a good regrouping ability, though it might be too similar to the other Warlock abilities. I might store it away for something else. We shall see.

Seems a little much - an interrupt to just go invisible until start of your next turn seems fine. It would give -5 to the attack and not create odd situations like 'His powerful slam hits you for 23... err... 0 damage, and slams you back across half the room (3 squares) knocking you prone. 0 damage, really?'
 

yeah oops, I wrote it from a template and forgot to change the EFFECT area of another I had been tinkering with.

I'll fix it when I get back from going to get the wife.

Or lets say I'll try to, because that's a mix of two different things I was working on, BAD ORGANIZATION!!!

What about the powers you leave behind? I mean if you've got say, six at wills to chose from at level one and you pick two, you're leaving four behind. Maybe at some higher levels you are given no NEW options (like in the case of the previewed wizard pages) but you can go back and grab a power you skipped last time, writing it down as the level you take it.

The possibility of turning encounters into at-wills has also been mentioned (not by designers) and while that would seem to make one really good at-will, and therefore unlikely, it could be possible if it's a swap-out.

Unrelated, I'm pretty sure you'll be getting a feat every level, as opposed to every-other.

Hmm, I'm almost positive Mike specifically said the words 'every other level' when I was talking to him... but feats were brought up tangentally to what I was talking about, so dunno.

For what it's worth, I _really_ don't think you get a power every level, and that you certainly get bonus feats at some levels (which makes more sense with getting feats every other level) since I asked about powers and was told 'You'll get either a power or feat at every level'

If you don't want to give more at-wills, just replace 4 and 8 in my progression with bonus feats. Or make a new progression and suggest it - that's just the one I'm going with starting this weekend or next weekend.
 


The Skill Training feat seems to definitely provide +5 on one skill. The Tiefling Wizard has that feat, and his Stealth is +9 (+2 from Dex, +2 from Tielfling racial skill bonus, and +5 from Skill Training).
