D&D 5E Advancing NPC's

Primarily I was thinking about what used to be the NPC classes like Expert and Warrior and such but, if they don't really exist, that's okay.
It looks like what they're going to do is create various NPCs that you can customize. So, they have a commoner NPC and if you want to make the commoner a halfling, you add halfling traits. Want a half-orc bandit? Add half-orc traits to the bandit NPC.

Of course, some ideas require more work and whole new monster will need to be made. For that we'll hopefully have monster building rules.

No. Most likely in the DMG. (Some rules might turn up in the DM Basic Rules, but it is very, very likely they want to finalize the DMG before including them).

There is a section in the MM about npcs. I bet this is a variant on building npcs like monsters
