My own, supported-by-canon-but-not-100%-confirmed interpretation of Sigil is that the factions basically form the "ad hoc" city services and government in the absence of any other real authority. The lady of pain prevents anyone else from taking over sigil but she barely does anything with the city itself, she's not the mayor, she's not setting tax policy or building out new sewage lines.
So a good introductory adventure to both the factions and the city itself would basically have the players interfacing with as much of the city services and government as possible in as short of an amount of time. They should have run ins with the mentally ill, the law, political rabble-rousers and pickpockets. They should need to sue and be sued, to retrieve records from a kafkaesque hellhole, to experience life through someone else's shoes, etc. Think about what you do the first time you visit a new city. Or think about the stuff you have to do within the first few weeks of moving to a new city.
