Adventurers and Society

High level adventurers are usually pretty well known by the local governments in my campaign setting.

Once a mage is reported firing off a 4th level or higher spell, a lot of time is spent researching him and his companions. Their tactics, their activities, their apparent morals, etc. The same way that real world intelligence agencies rank generals, scientists, etc.

Small/weak kingdoms like roping high level PC's into being Knight Guardians, or maybe marrying off a cousin to one, that way they have powerful friends for backup.

Larger/strong kingdoms may offer them "opportunities" to earn valor, fame, have a heavy duty adventure bankrolled, etc. That way the PC's are tied to the kingdom for at least a little while.

Adventurers are a basic hazard, and you can usually figure out what they are going to do by observing them for awhile.
