Advice for a friend's dps fighter?

Slayers are fighters by flavor, but they are not defenders. They can't mark or equivalent and they have very little control (they can start knocking things over at 7th-level, but that's about it).

I'm not saying they suck. They dish out a lot of DPS. They're just not defenders.

When did I say that they were? Did you actually read the portion of my post that you quoted? I asked if the character in question needed to be a defender. The OP mentioned shifting from DPS to tank. Slayer is a good way to do that while still maintaining much of the original class. Same armour, weapon, skill, feat choices.

A alternative to respecing his fighter as a quasi-striker is to use two defenders to put enemies in no win situations. Both fighters and Swordmages can do a good job of locking down enemies they are adjacent to but not marking with the right powers/feats -- and if you can get an enemy locked down by an adjacent defender while marked by a completely different defender, that enemy will have to make a choice from a very unappealing menu. Particularly when a fighter is involved, that can easily mean the enemy either being ineffective, taking striker level damage as punishment, or, likely, both.

That said, Marked Scourge does require that you mark the enemy in question.

Replace the text on the Benefit line with the following: “Once per round, you can add your Wisdom modifier to your damage roll against an enemy marked by you.”
