It's pretty basic, any Dwarf/Duergar, Elf/Drow, Gnome, and Halfling Gods in the book are allowed, and do not count towards the PHB +1 rule, just like the Cat Lord and Giant Gods in VGTM. I thought they might say no to some of the deities who have not been linked to FR in any shape or form before, but it appears FR has a new wave of Divine Immigrants (not the first time). Maybe they hitched a ride with Mork and Acerack. Or maybe AO opened the door during the Sundering wider then he thought. I like it.
Tiefling subraces DO count towards the PHB +1 unfortunately, bit at least they are in.
Tinker Gnomes are not in FR so they are a no.
Raven Queen is sort of in, you can't pick her as a God, bit you can as a Warlock Patron. Pure Speculation on my part but a Certain Elf Queen of Evermeet went missing when the Spellplague hit, roughly the same time Shadar Kai started being born, an interesting and truly sad twist. "The Raven Queen is an elusive being and can’t be chosen as a deity. She can, however, be chosen as a warlock patron. She’s mysterious that way."
All Gith are members of the Sha’sal Khou, the Gith reunification Organization headed by Spock and D'tan, er forget about the part about Spock and D'tan wrong unification effort hehehe. Still any Gith character who leaves the organization are retired. I think this is to keep Gith and Githyanki players from killing each other.
Silver Swords can only be taken as a reward if found in an encounter.
DMs can use the Beastiary as they chose and they can let players use the monsters for summoning spells if the DM decides to allow it. They can also use the Cultist Boons, but only on monsters with spellcasting, with the boon replacing a spell.
The Blessed of Corellon can be added to any Elf character, old or new and it doesn't count as PHB +1. For those how don't know what this is, it's the ability of some elves to change sexes 1/long rest when they wake from trance. I guess it doesn't have enough of an impact on mechanics to make it count as PHB +1.
One thing that is weirdly in mentioned is the Elven Subraces, I mean I get not mentioning the Dark Dwarves and Deep Gnomes, but both we're approved with the SCAG, but not mentioning the new Elf subraces when Tiefling subraces are mentioned is weird. Maybe they aren't allowed ? I don't know.
One thing I wish they'd done like they did for VGTM is have tips for integrating this stuff into your character, like the subraces.
BTW MTOFs is the biggest increase in new deities for FR deities since 2e.
