It'd be a baseline neutral act, with variance depending on the circumstance.
Look at it like this - if two evil creatures fight one another, even if it's a war, nothing personal, are they commiting good acts? If two orc tribes fight, does the victor suddenly become all moral? No, of course not. Same thing here. The whys count as much (or possibly more so) than the whats.
