I would agree 100% with this. M&M is a great ruleset, but really a better fit for supers (of course). True20 has the advantage of being relatively modular, too; you could certainly graft on action points and dragonmarks, for instance.
 

Well, there are some fairly extensive conversions to HERO System extant on the Web, if you'd like to take a look at them.

I would say that for all but #4, Liaden's suggestion of HERO fits the bill. Of course, heroic (as opposed to superheroic) HERO combat will run pretty smoothly, so #4 is mostly met.

Of course, you expressed a preference for d20. Iron Heroes is a great system that is 99% compaitble with D&D, but I'm not sure how well Eberron's abundant magic will gel with it, as it assumes a low- or no-magic campaign world (at least that the PCs have access to). It could possibly work, though.

Personally, I'd think Burning Eberron (i.e., using Burning Wheel) would be pretty cool. :cool:
 


Although I don't think it would meet your requirements, I think that RuneQuest 2 Eberron would be most excellent. I originally planned to run an 'EberronQuest' and did a fair bit of work in getting it ready, but ended up sticking with the straight D&D in the end.

d6 Fantasy, man.

There are no "uses per day" abilities, with a few exceptions (and those are usually augmentable). Everything in the game revolves around the same die mechanic. The game is VERY easy to learn (my group of fairly dense players were using it like pros within about an hour of play), yet very deep. You can choose between body points (hit points) or a strength check vs. damage check for damage resolution (I favour the second, since with the fact that PCs can sacrifice their "xp" for extra die rolls, you know they're not gonna get knocked down by a lucky shot). Plus, the system was originally built for Indiana Jones & Star Wars, so you know it's built with a cinematic model in mind.

I guess I am rather predictable. :( I do try to confine those recommendations to when I have stuff pertinent to the topic.

HERO fan that I am (its my favorite system), I also noted that #4 requirement, which prompted me to suggest its D20 lovechild, Mutants & Masterminds instead.
