The brokenness of magic spells

I found a spell online that seemed very powerful to me.It was called arcane blast.It was a level 7 spell which caused 100 points of damage at a single target and the caster forgot all of his spells.I haven't gotten around to playing much Dungeons and Dragons, so please educate me on how weak this spell might be.

The weakness of the spell is simply that the foes you face have more than 100 hp. You have nothing left to do since you have no more spells for the day. You are dead.
