Your pair of schools idea may be best.
The four heavy hitter schools at lower levels are:
Abjuration, Conjuration, Evocation, and Transmutation.
The four lighter schools are:
Divination, Enchantment, Illusion, and Necromancy.
So, one solution is to have the caster pick one school from the first list and one from the second. This minimizes the cookie cutter syndrome since without such a rule, nearly everyone is going to pick two schools out of Abjuration, Conjuration, Enchantment, Evocation, and Transmutation; just to survive.
