Simple house rule to address these issues: Hit die healing works as normal, but can't take you over 25% of your maximum hit points without a long rest, and can't take you over 50% of your maximum without rest in a safe area.

I think the OP has a good concept as does Dausuul's modification above. I do like the variability of the die roll.

I might add that one could add a rule that handles the lingering effects of getting below certain HP thresholds. Such that at dropping below 10% that only magical healing or a long safe rest can restore HPs at all. HD would have no effect in this case. This would definitely alter a PCs actions as he approaches that threshold.
 

I think this variant has some merit.
However, as some posters have already noted, I think there is much to gain with maintaining two related but seperate stamina pools : let's call them "strategic" and "tactic". Healing Surges were clearly a step in that direction, and putting them on dials would go a long way toward emulating different genres (IMHO, 4e implementation was setting a quite unfortunate cinematic baseline).
HS, or HD, provide a nice Stamina pool for long term attrition (and a convenient currency for fatigue effects). The rule proposed here could be read as max caps for HD/ HS spending for resting in uncomfortable conditions (I like that !)
 

How many HP do firefighters have?

Arguably, a lot.

Considering that putting out fires, especially if you're going into a house to save someone, would count as an exp giving encounter due to its danger and complexity. A firefighter could be anywhere from 1st to 4th level, depending on career length.

Assuming d8 hit dice, since they do go into danger on at least a semi-regular basis, and 10 to 14 constitution, since I assume at least some of them have incentive to stay fit, the range of firefighter hp could be anywhere from 5 to 30.

That's averages here. An exceptionally capable firefighter could have hps in the 40 or even 50, or at least appear to have that much due to special abilities/feats.

Note that all firefighter have equipment that give them heat resistance 5 at the least, allowing them to go into fires without dying...
