Amnesic character

What would be the best way to make a character be amnesic, without using the flaws system? I have an idea for a character to have memory but still be able to use his skills, abilties and magic or psionic. But Not how to it correctly and be playable.

Take a dip in the Styx river. Quick. Easy.

One thing I did was give an amnesiac character a magic amulet. I told them that the amulet was the only thing that they seemed to remember, but vaguely, but it seemed like a key to their prior memories. The character felt that the amulet was very important and should not be lost. Of course, the amulet was causing the amnesia, but the character never took it off.

How about adding a line to the character's background? Something along the lines of "Has amnesia..."

In fact, a character with amnesia could use those same skills/abilities as clues to who he is, al la "The Bourne Identity", "The Man Called Noon", and about a thousand other novels. It might even be interesting if, in character at least, the PC didn't really know what skills he has, but at times realizes that "I've done this before...".

But this doesn't need to be a rules mechanic thing. More along the lines of "By the powers invested in the DM, you now have amnesia until such time as the story arc reveals more about your character".
