I'm thinking about 200,000 pissed off cats could do the trick if the dragon was aware of the impeding feline assult

Where would you get that many cats? Why, the demi-quasi-elemental plane of Felines, of course.

Eee-Gods, what a horrific thought.

15 cats.

Give them all circlets of major blasting (a total expense of 356,400gp). With some training and luck I believe that should do enough damage if the dragon is caught by surprise.

That would work, if items/magics/feat substitutions were allowed, which they're not. You've only got your common tabby/persian/alley cat/various breeds (superficial variants) and one standard MM Ancient Red Dragon.

Come on guys, one or more of you gaming strategists can figure this out!

No number of standard unmodified housecats can do it because of the dragon's always-on fear power. They're under the required level, so they take one look at the thing and flee in terror unless they make the DC 38 fear save.

How many cats (house cats) would it take to kill an Ancient Red Dragon? You have as many cats as you wish at your disposal, and must devise a method, good luck!
As many as I want, then I devise the method?

 Easy: lets have the dragon sunken/flooded under a tsunami of 10 billion of cats, and die under the sheer weight of it and the suffocation under the mass of crushed cat-flesh that goes into his lung because of the intense pressure. :p

Well, if I rained a whole bunch of cats from the stratosphere so they each do 20d6 damage and they each did the average damage, then 11.

If you went with virtually impossible and went with maximum damage, you could do it with 5.

1 cat, theoretically dropped from high enough does 20d6 damage to the Red Dragon?

Average of what, 70 damage? Minus DR, that's about 55 damage.

But, would the dragon be aware, would flying help avoid them in any fashion?

Well 1 in 20 cats would make the save, at least.
