True. With hex+hexblade that is:
1: 11 vs 12
2: 14
4: 15
5: 32 vs 19.5
8: 34
9: 36 vs 20.5
11: 54 vs 27
13: 57 vs 28
17: 76 vs 35.5

Levels with no "vs" involve no damage upgrade for Toll. Assumes monster takes d12s from Toll. Ignores crits.

Which really demonstrates the issue of other cantrips scaling. Hex + EB is still going to be better because there is no spell that enhances other cantrips like hex enhances EB.

Yeah, that's why I am trying to focus on things other than just damage potential in order to give each cantrip its own potential flavor when enhanced via invocations. I don't think simply buffing damage will make anything else equal to EB in pure damage output without making it also ridiculously powerful, so I'm trying to come up with more flavorful and thematic enhancements for each.

I like this idea a lot. A good mechanical alternative to taking eldritch blast is a welcome addition, and you’ve hit on a way to do it that defines a warlock‘s powers as having cantrip enhancing capacity. You don’t just provide new options here, you explain options that already exist. Why do Agonizing Blast and Repelling Blast exist? Because warlocks can enhance cantrips. Eldritch blast is their signature and most straightforward cantrip, but they can also enhance others.
