In 4E is there a feat that is similar to 3.5's ancestral relic? as in a weapon with special properties from the start that can be upgraded. and relatively easy to obtain. Also is there an ability Paladins can have in 4E that allows them to call on or equip their gear from anywhere so long as their armor is on the same plane? there was something similar in 3.5

You can kinda upgrade weapons in 4e. The easiest way to do this is through rituals (Create Magic Item and I believe Transfer Enchanmet or something like that in one of the AV's). Its not quite the same in that the upgraded powers are not set out in advance per se but you could certainly flavor it such that the sword of your ancestors is slowly unlocking its powers to you as you prove more and more worthy of wielding it.

Additionally, you can go with the Inherent Bonus system which would automatically upgrade your armor and weapons (essentially) but would not necessarily add adittional properties to them.

As for recalling items from anywhere, I know that there are some armors at least that have that power (can't remember the name (I think its Summoned Armor but not positive) or any limitations on them).

Frankly though, both of these issues sound like great issues to raise with your DM. I know that I would love it if my players came to me with an idea like this regardless of whether or not there is a specific rule in place. Sure, I would require the character to use resources to upgrade his weapon, or perhaps spend a feat slot on the ability to summon his gear, but its still easily workable.
 

If you have the prereqs (Con 13 [easy] & Int 13 [not easy]), you could MC Swordmage with Heart of the Blade, to be able to summon your sword from several squares away, and with Distant Swordbond at Paragon, up to a mile away.

It's probably not worth it.
 

I'm not sure what the proper term for this is, but its a little like inherent bonuses.

Most weapons gain iterative +X at certain levels. I'd just say automatically bump the item up at those levels for the character.

Also, tie Divine Boons or other powers to the weapons as the heroes advance. It easily simulates the Weapons of Legacy type theme.

I based my entire current campaign on this sort of thing.

I had my group roll up 1st level characters and then choose or create a 11th-14th level item for that character. In character, the PC doesn't know anything about the item, but eventually will find it and will realize that its specially tied to him. Also, since the player chose the item, it presumably is a proper fit for the PC (i.e. wizard finds awesome wand of legend).

In this type of campaign I tend to lessen the amount of mundane magic items and focus on the items with story and background.
