Not if approaching from a user QA perspective. A job like this could certainly involve helping to identify the various inputs that must be considered at design before any coding starts as well as verifying they are right at the end user point.

they are not really starting with the VTT now, they have 300+ people working on it, and this announcement does not make much sense to me (as far as what he is supposedly working on).

I assume it is a drastic oversimplification to the point of being flat out wrong / misleading…
