Yeah, it's on Tech TV.
Since they show 4 episodes a week (reruns on Fridays), they can go through some series pretty quickly. So far, they've had:
Crest of the Stars
Serial Experiments Lain
Silent Mobius
Dual
And maybe one or two other shows. Some of it's not bad, depending on how much you like anime. Overall, Cartoon Network has much better shows, like Cowboy Bebop and Rurouni Kenshin. But I'll often tune in to Anime Unleashed, if I'm up and nothing else is on.

I had wondered how they were going to deal with the fact that they'd show entire series pretty fast if they were really all anime all the time.
I know this has been asked before, but what's their format? DO they have commercials, are the shows dubbed or subtitled, edited, etc?

Alzrius, you're thinking of the Anime Network , the all-anime channel. TechTV is a channel that's all about technology.
I don't have the Anime Network, as its not yet available in Chicago.
