Don't really want to get into that RAI vs RAW on interrupts about Halo Of Warding again, but at our table we use RAI for this power and WOTC's customer support answers all support this.
My Avenger gets the OA if an enemy moves into an adjacent square while I'm adjacent to my Oath target. Exactly as the power intended. It is an Epic level ability, after all.
Way too much "over thinking" about this stuff sometimes, IMHO.
