Well GW will be a much better product IMO. However, DW is cheap especially if you grab the PDF and a bit darker.

There is a no Dark Matter d20 in the works, unless you are aware of a secret licensing deal that no one else is

It has only been produced for Alternity. It would be easy enough to convert over though. Actually most modern settings would be. Have you considered checking out d20 Call of Cthulhu or Spycraft?
As for a thriller setting without magic I can only think of Digital Burn which is cyberpunk from Living Room Games. You could easily do a d20 Bladerunner with it or even a d20 Blue Planet. There is a lack of d20 Modern settings coming out and many include magic

Also there is d20 Somalia if you want a military campaign and Solid if you want Blaxploitation

. Also there have been about 6 ot 7 min-games in Polyhedron including Genetech (Dartk Angel), V for Victory (WW2) and a Mecha game.
Also if you aren't going to use magic in the setting then I think you can pretty much use d20 Modern as is. For example you can run d20 Alias, d20 Stargate or d20 Dark Angel straight from the d20 Modern book.
Personally I am most looking forward to Dark Inheritance due out in a few weeks from mythic Games. It does include magic but in a stylish way that I like. The setting looks robust enough that it can easily be played without magic and Titans as setting elements. I am currently planning an X-Files style campaign using Project Titan.
