I bought it and read it, but I've never had a chance to use it. It looks pretty good to me, though. If you've got a group willing to try it, you should.

And then report back here to the rest of us. :)

Founder of Dreamscarred Press here. :)

I'm not going to give my personal opinion on the book, since I don't think there's any way I could do so in an unbiased nature, but I will point to the RPGNow listing of it, which does have ratings and reviews from people who have purchased it:

Complete Control - Dreamscarred Press | RPGNow.com

One 4-star review with a very short write-up, and then some ratings without reviews from other customes, which has given the book an overall rating of 4.5 out of 5 stars.

I will say that the book not only covers the core rules, but it also covers psionics and other material released by Dreamscarred Press, although it doesn't cover non-open content, nor does it cover material from other third party publishers.

I'll also say that it's based on Buy the Numbers, but the author, John Fraser, determined that the math in Buy the Numbers didn't quite work, hence Complete Control.

It's also one of our top-selling PDFs, which is kind of a big deal to us, since it's not necessarily a "psionic" supplement, which is what most of our books are. :)
