Anyone know of a feat that grants a bonus 2nd level spell slot?

It grants you a bonus 2nd-level slot (it's similar to Extra Slot in that way), and the ability to use it (within limits) even before you have technical access to 2nd-level spells. That's the intent. And that's what the feat does and should (only) do. :)

Yep, those two feats (Precocious Apprentice and Collegiate Wizard) really epitomize the Short Benefit versus Long Benefit argument, which ultimately, was the idea behind their presentation. PA gives you a really cool benefit right now: sometimes-access to a 2nd level spell before you'd normally be able to cast them. But once you're able to cast 2nd level spells yourself, it's just one more spell slot... whee. CW, on the other hand, doesn't give you as flashy a benefit, but it's the gift that keeps on giving, level after level.

Craft Wondrous Item give you cheaper access to a stat-boosting item (and higher stats grant bonus slots) and to Pearl of Power. This may give you what you need, which may not be exactly what you asked for.

What he's looking for is to circumvent the prerequisite for prestige class entry.

Thanks for the info. Specificaly what I was looking for was a way to reduce the number of wizard levels required for a hybrid class. (I was looking to focus more on the maneuvers from Tomb of battle rather than spellcasting). However, I have since talked with the DM and had changes to the class approved that fit my idea much better :)
