Yep, those two feats (Precocious Apprentice and Collegiate Wizard) really epitomize the Short Benefit versus Long Benefit argument, which ultimately, was the idea behind their presentation. PA gives you a really cool benefit right now: sometimes-access to a 2nd level spell before you'd normally be able to cast them. But once you're able to cast 2nd level spells yourself, it's just one more spell slot... whee. CW, on the other hand, doesn't give you as flashy a benefit, but it's the gift that keeps on giving, level after level.
