I used photoshop. Made a copy of the picture and set the layer on top of everything and set it to "multiply" Then i just added layers below it where i put in the colors. The glow I did with a green brush and set it to 30% or so Opacity on it's own layer.
Disclaimer: There are LOTS of ways to color using photoshop.
