Applying templates to fractional CR creatures?

Am I correct in believing that if you add a +1 CR template to a CR 1/6 or CR 1/2 creature then it's new CR is 1, not CR one and a sixth or CR 1.5?

I thought the fractional CR was lost (rounded down) as CRs are all integers above 1.

Could someone point to a rule one way or another.

I'm not sure which rulebook it's in (it might be a third party template book) but I know I've read it somewhere, and you are correct. Note that you never see fractional CRs above 1.

I don't believe there is a rule in the core rules, but a number of 3rd-party books with templates recommend that the resulting creature becomes CR 1. If a particular template is an especially good fit for a creature, you may want to make it CR 2. And as Kafkonia mentioned, there are no fractional CR's above 1.

By the way, two books that have excellent sections on how to add templates are Book of Templates Deluxe Edition and Advanced Bestiary.

I always add to CRs below 1 along the sequence 1/6 -> 1/3 -> 1/2 -> 1 or 1/8 -> 1/4 -> 1/2 -> 1 but I developed that for myself beacause I was working with low npc leveled kobolds which have CR equal to NPC class level - 3. The warrior 1 in the MM is 1/4 so it works out nicely.
