I still like the idea of some authority sending Adventurers after PCs who become lawless hazards.
Yeah, I know that reeks of "Moral relativism", which is not a topic for this forum, but the simple fact is that there are at least two sides to every situation like that. Using dramatic license to remind players of what their power trip looks like to everyone else can add an interesting (and humorous) twist to the story.
Personally I think a good story is like a good pretzel: Twisted, and to be taken with a grain of salt.
