Not necessarily. I suppose we're getting to that point where we'd be talking about specific powers or class features for examples, but I'll leave that to other folks
. Two things:
1) When looking at specific builds, very few characters need their suggested tertiary stat. It's usually just main attack stat and secondary effect stat that they really need. Essentially, I'd argue that most classes really only have primary and secondary stats. WotC threw confusion into the mix by using the term "tertiary" to describe something that isn't really that useful at all. Example? My Inspiring Warlord's Int is 10. I suffer 0 from that due to my power selection.
2) Charisma might work, but I can see Dex or Con being useful depending on what all their powers and class features did. It's all in the design. For example, Wizards very rarely need Dex, but it's really useful every now and then when using that wand you've mastered. That being said, yeah, I'd put Charisma as a legit build instead of Wisdom.
