What are you looking to do with this +0 LA Tiny race? Maybe we could work with a concept instead of just the size...

Well, since you asked... I am looking for a way to become Tiny, preferably on a permanent basis, and also in a quick manner (like within the first 2 levels). Which is why I was hoping a Tiny race existed. So my first and obvious thought was play something like a Gnome Sorcerer and take Reduce Person. But that isn't permanent. And to have to build up to get Persistant Spell feat, would take too long. So I am looking into alternate methods. I know PsyWar would also get me the same effect (and I'd get a bonus feat out of it). But again, the spell only lasts like 1min/level.

Housecat is technically LA +0, but you also have to remember it has racial HD, which really really sucks. If you want to play an awakened housecat, ask your DM if he'll consider an LA of -1 for it, or just to get rid of one of the racial HD. Having no hands is a severe disadvantage.

You might also ask whether your DM will allow you a custom feat: "Prehensile Tail"

but you also have to remember it has racial HD
I was under the impression that if the race had 1 HD or less it was subsumed by the first class level HD. At least, that's what happens for kobolds, goblins, orcs, and other 1 HD creatures in the MM.

But the housecat was a joke anyway.

Any particular reason? To be a better thief?

1 minute/ level means it'll last you through most combat encounters and through instances when you have to squeeze through a small space to get by. As far as getting that permanently, you can pay the GP to have Permanent Reduce Person cast on you at any level, assuming the monetary resources.

Ah. Quite right. I suppose the choice is between 2 animal HD, and a low INT but with full class level HD. No wizard cat for you!

Finesse Spiked Chain

Tiny fighters can make very mean weapon finesse power-attacking spiked chain users, assuming you get a tiny race where the dex bonus is equal to the strength penalty.

In that case, you gain the bonus from being small "to hit" which you can convert into PA. Etc.

The Str penalty for tiny races can make it difficult to meet the Str 13 minimum needed for PA, though.

In truth I think the movement would be reduced for a human that small.
