Are there any LA +0 Tiny sized races?

Not per the RAW. By the rules, if you enlarge a halfling to Colossal size, his speed would still be 20 ft. (yeah, not very logical, but them's the breaks).

I'd have to problem giving Tiny humans a speed of 15 ft, but that's House Rule territory.

Jermlaine, MM2 131. Tiny fey. -8 Str, +6 Dex, -2 Con, -2 Int, +6 Wis, -6 Cha, can speak with rats.

Is that for real? It would make a no-flighting cleric. +6 WIS? Dude. Other than that -2 to CON the character would be great.

Need to look at MM2....

That would be, indeed, quite gross.

In point-buy you could offset the 16 con by buying a 16 (dropping it to 14 after -4) and pump it up with magic as soon as possible (+2, then +4, then +6, then +X).

A Wisdom of 14 nets you a Wisdom of 20. A +4 item and 2 powerups gets you to "incredibly gross" 26 by level 8 or so. Really, that's all you need by level 8. Good gracious.

You AC will be great with the Dex boost and size modifier. Mithril enchanted chain or something. Nasty.

Granted, you are weak and your skills suck, and you can't turn undead. I'd buy some undead boosting items/get a domain power (this is relatively easy to correct if you put some energy into it) and as for the rest. Jeez. Just a spellcasting powerhouse. Your DC's will be between crazy and crazy wild.

So spend money on:

1) Con boost
2) turn undead boost (or domain stuff)
3) mithral chain

That's pretty much it. Wisdom = 20 at level 1 (at minimum!) means you are automatically hideously viable.

PS: buy a ring of freedom as soon as possible and/or cast the spell as much as possible. Or have other anti-grapple things prepped. At higher levels when grappling is a non issue thanks to FOM and other buffs, don't sweat it.

Travel Domain just for this aspect? (get out of grapple free levelx per day)?

I think I can definitely come up with an argument for a LA +0 tiny race. Having been an old Lankhmar fan I once did some thought exercises in looking at the problems of tiny characters (such as intelligent rats) and discovered that there are a whole lot of disadvantages to being tiny.

One important thing to remember is that tiny creatures cannot threaten (reach 0) and therefore they cannot flank. This eliminates the bulk of the opportunities for sneak attack that creatues greater than tiny enjoy ... and that is on top of the normal size mismatch problem as well. Note that reach weapons bring the ability to flank and threaten.

Housecat is technically LA +0, but you also have to remember it has racial HD, which really really sucks. If you want to play an awakened housecat, ask your DM if he'll consider an LA of -1 for it, or just to get rid of one of the racial HD. Having no hands is a severe disadvantage.

You might also ask whether your DM will allow you a custom feat: "Prehensile Tail"
Don't forget that, being an animal, it can't have an Int over 2 :\

Sweet! :) Were they crazy and enjoy poking fun at everyone along with disobeying rules? ;)
Nothing is as fearsome as a 2' tall bipedal squirrel decked in breastplate and acorn-shaped shield! :)
