I'll plug a product here, since I purchased it and it has been very useful so far: GM Mastery - NPC Essentials. It's a PDF that's chock full of ideas about fleshing out NPCs, making them distinctive. I've found it very useful for my new campaign, and so far the results are promising. Here's a link to the EN World blurb about it.

It's not that expensive, and if you have a cool friend like I do, you can get it printed and bound up in a nice format.
Excellent, that's the kind of solution I am looking for. It's a great solution to any home-built adventures and I would imagine you can use it to fill in details the authors left vacant in published adventures.
Who makes this supplement?
Do any d20 company's put this level of detail into their adventures? I haven't checked out any of WotC's published adventures like the Standing Stone or Speaker in Dreams, etc. Do they flesh out their NPCs?
It is such a help to me to have this level of detail in the adventures and so far I've only seen CMG's Whispering Woodwind have the level of detail I'm comfortable with. It sounds like NPC Essentials is exactly what I'm looking for to fill in missing details though.
