Yep. Basically, the only time you can do what was in 3.0 a "partial charge" is when your movement is restricted. So in the following conditions I mentioned, you can partial charge, because you don't have a full suite of actions to actually charge. It's my belief that the change was made precisely to prevent the tactic you mention, i.e. using a move action to alter your line of attack, then partial charging the enemy, when you wouldn't have been able to charge the enemy from your original position (due to some kind of obstruction in the straight line). You can Whirlwind Attack with a whip, against every creature within fifteen feet (though you'd provoke an AoO on every attack), even though you threaten none of them.
A grappled ogre threatens no squares... but strictly, anyone up to and including ten feet away from him is still a 'creature within reach'.
