Armour/Weapon '+' Ratings

With regard to making your own Armour and Armour, is there a level limit on what you can make? I am not talking about a +3 sword (which requires a 9th level character) but an ability that is classed as +2, +3 etc.

Is the abilities rating purely for costing benefits, or do you require ability rating (+1, +2, etc) x 3 level to be able to create that ability in the Armour/Weapon you require?

The ability benefits are purely for cost counting. The real factor in those abilities is that you have to be a certian level to cast the spell nessessary to produce the item. That spell has to be cast once per day in creation of the item.
