Yes and yes.

I will note that the official ruling is that magic items made by artificers are neither divine or arcane, just as infusions are neither divine or arcane. Therefore an artificer's scroll is just that -- putting to rest the question of whether artificers can make scrolls that wizards can copy. An artificer's scroll would not have ASF.

Makes it so Artificers can't sell scrolls, staves, or wands to other classes.

Also introduces the possibility of finding items in Eberron that neither the Cleric, Druid, or the mage classes can use.

Actually, it's only Scrolls. Staffs and Wands are spell trigger - as long as it's on the list, they can use it - same way Bards can use a wand of cure light wounds made by a cleric.
 

An artificer can still sell scrolls to someone of a different class. Anyone can use a scroll by making an appropriate UMD skill check.

Yeap, just scrolls.

Overall, probably a boost to the Artificer class since he can do all his scroll without ASF.

He can also use his Int for divine scrolls which saves a UMD check (usually). Same for Bard only spells.
