artificers craft reserve and spell storing item

So artificers have the craft reserve as a pool of XP they can pull from when crafting a magic item. So my question is can he use his craft reserve to fuel the power surge and or spell storing item infusions? I am guessing it is a no but it can be argued that using the spell storing item infusion is crafting a magic item. What do you all think?

Craft reserve specifically states it applies to item creation, nothing else. With this limited interpretation, then fueling spell XP is not allowed.*

* That is, unless they are creating an item which uses a spell with an XP requirement. Than that is part of item creation.
