Hmm, I suspect toning down a CR 25 version will be easier than boosting up a CR 13 version. I do have the 3E MotP I will have to take a look at the update and see what I can come up with. Perhaps by comparing the CR 13 and the CR 25 I will find a happy middle ground. Honestly, I think CR 19 or 20 would be perfect.

I really like the fact that there are multiple levels of aspects given. It allows more flexibility and more options for a campaign.
 

If you want official "aspect" stats:

Go to WotC's site and download the web-enhancement to Red Hand of Doom that has the entire stats appendix (the aspect is the last one there).

If you want more customisable aspects:
1. Choose a red dragon of the approximate CR.
2. Give it 4 additional bite attacks (you may want to remove the claw attacks to balance it a bit)
3. Give it a poison stinger attack like a Wyvern's (note the HD when calculating the poison Fort DC).
4. Give it the ability to use each of the chromatic breath weapons (only one of them per round if you feel like being fair, and it must wait 1d4 rounds before breathing again, regardless of the breath used).
5. Change alignment to LE.

There you go.
