Assigning Turn Resistance

Is there a formula to determine an undead creatures Turn Resistence. The reason I ask is that I'm thinking of allowing the GR Shaman class which can turn all Outsiders (which, of course, don't have TR).

I was thinking something along the lines of:

TR = 1/3 SR
TR = bonus to increase HD to Caster Level
TR = bonus equal to 1/2 Caster Level - HD.

Monster Manual Undead don't seem to have any formula. Anything you apply to try to reverse-engineer turn resistance would be inconsistent from monster to monster.

If you want a formula for your original undead (or outsiders) Turn Resistance, it should follow some logic (or else why have a formula?).

HD should have no effect on TR, since TR is a bonus (or maybe a penalty) tacked on to what HD determines.

Maybe something like (WIS modifier + INT modifier + CHA modifier), with upper + and lower - limits, where the creature's mental ability actually determines its resistance.

But I see TR as a "bravery" ability, and having little correlation to other stats, except maybe CHA.
