As for feats, choose ones the complement your spells. Empower is great but if you have very few spells with a dice decided randomness then empower is probably not the feat for you.
Extend is great, again, if you have spells for it.
Energy substituition is also really good.
If you have lots of ranged touch attack spells, point blank shot might be the best spell for you.
On to items:
You must have a brooch of shielding.
Buy a non magical guitar. People always want to "disguise" their sorcerer/wizard types as fighters by having them carry a sword or some such. But since I think that intelligent monsters (played intelligently by the DM) would consider fighters right up there in terms of the most dangerous opponets and would fight them early, I suggest slinging a guitar over your shoulder to make them think you ar a bard. Nobody attaks the bard first.
With the remaining $17400 left I would buy items that complement your spells. But some items that I might suggest:
A robe of bones (if you are a necromancer type.)
A robe of the arachnid
Rings/bracers/cloaks/amulets that raise your AC.
At least one way to make a magic weapon. Either buy one or have magic weapon as a spell.
