At-Will Powers

I posted this in the "Tiers of Play" thread, but I thought I'd expand on the idea as its own thread.

The Tiers of Play article says:

You know two at-will powers from your class; remember to increase damage if your level is 21st or higher.

Does that mean you only have two at-will powers that only increase in damage at 21st level?

Or do you think PCs will get more "at-will" powers?

I'm hoping PCs get more "at-will" powers as part of their paragon paths and epic destinies... and are simply not included on the powers by class level table b/c these powers are added at the choose class stage.

Is anyone else hoping for more at-will powers?

If you do not get more/different at will powers, then do you think there might be feats that augment your at-will powers (ala 3e warlock's eldritch blast)?

Whatever at-will powers they had should be on par with the at-will you start with... otherwise it devalues any that came before it (and possibly devalues some encounter powers, too)

So I'd not be surprised if you get at-wills for paragon and epic, but I wouldn't expect these powers to get all that much better. That's why you've got encounter and daily powers.

I agree... I want at-will powers that help accentuate the paragon paths/epic destinies without overwhelming the per encounter/day powers.
 

It seems that you also do change lower-level powers with higher-level ones, so perhaps some at-will power at low level just get swapped with new ones.
 


Another possibility is that you only get new at-will abilities at paragon level (the damage increase at epic "upgrades" your 1st level at-will powers)
 

I think you ALWAYS have 2 at-will powers, regardless of your level. My guess is that those at-will powers can be of your level or lower, and you can trade out those powers at level-up.

Note that the making higher-level characters seems to apply to any character from level 2 to 30... so 2 at-will. Since magic missile isn't going to cut it for level 30, there needs to be trade out.
 

All at-will powers will probably scale to 2[W] damage at level 21 like the rogue ones do (as shown in their preview).

This makes me think that the player will probably have only a few at-will powers to select from at level 1 and while he might be able to swap them out, they will probably not change in power until that player reaches his Epic tier.
 

Yeah, magic missile just gets to do 4d4 at 21st. Or whatever.

I don't think you're supposed to rely on at-wills as much as people think they are. I think you get two at first level, and you're done for picking them separate from your path/destiny/race.
 

At-wills don't increase a lot because they don't need to. Once you have 4 encounters and 3 or 4 dailies in your repertoire you aren't going to be using a lot of at-wills as often. That said, there's definitely the possibility for magic items, paragon paths, and feats to give you more at-will abilities.
