Attacks from land

The SRD states this about "attacks from land" in its underwater combat section
A completely submerged creature has total cover against opponents on land unless those opponents have freedom of movement effects. Magical effects are unaffected except for those that require attack rolls (which are treated like any other effects) and fire effects.
Does that mean that spells casted from land still have line of effect to a submerged target even though it has total cover?

The spellcaster wouldn't be able to cast magic missile or lightning bolt (or any fire based spells for that matter) on the submerged target but would he be able to affect it with a sleep spell or a blindness spell ?

Guess it was the "total cover" part of the description that confused me :confused:
