D&D 5E Attunement Overload: What Level?

We haven't encountered the problem yet in a game I'm playing in where we're 9th level (well, there's been a couple issues of "I can't attune anything else" but other party members still had "slots" open.)

My 5E conversion of Rise of the Runelords required the PCs to make some tough choices near the end, but part of that was I was a mean DM and ruled the items they needed to enter the BBEG's stronghold required attunement.

So far? Never. My players have never managed to get a PC past level 7...quite the achievement in my games. And "attunable" magic items the 5-6 PC group had? I think it was 1 (Ring of Invisibility...which was actually a Ring of Delusion). Another mini-campaign I ran I think had a staff of some kind that needed to be attuned to.

*shrug* Magic items are dang rare in my games (sans some of the more common ones like low level spell scrolls, potions, and the occasional wand with a handful of charges).
