Witches normally access simple spells.

If a witch casts a spell without components at all, it's considered to have the psionic descriptor.

At 9th level, a mind witch gains access to any spell with the psionic descriptor - slightly better than the Psion (Ceremonial) feat. The Psion feat treats any complex spell as a simple spell for access purposes; the mind witch ability treats all exotic and complex as simple for access purposes for the mind witch.

Does this mean that a mind witch after 9th level can prepare any spell as long as the spell naturally has the psionic descriptor AND can prepare absolutely any complex spell by taking the extra time to cast it without components because it would then be treated as if it had the psionic descriptor?

Thus, could a 9th level mind witch prepare both Clairvoyance (3rd level, psionic, complex) and Energy Bolt (3rd level, exotic), but only be able to cast the Energy Bolt by taking the double-double casting time to cast it without components?

I'd rule that no, a high level Mind Witch can only prepare complex and exotic spells which have the psionic descriptor "natively."
 

While it is a good question, the asnwer is absolutely no. As Mike said, you would gain all complex and exotic spells that already have the (Psionic) descriptor. If the answer were yes, that would mean you have access to ALL complex and exotic spells, but could only cast them by applying the psionic template. This would be far far too powerful and unbalancing. Nice try though. :)
