Avalanche Hurler's Landslide Strike clarification

I hate to ask for clarifications on specific powers, but we just hit Paragon tier and (likely) have the fight of our lives coming up tomorrow, so I've decided to stop scratching my head over this new power and ask for clarification.

Here's the pertinent info:

Landslide Strike
Encounter, Standard Action
Melee or Ranged Weapon
Target: One or two creatures
Requirement: You must be holding two melee weapons.
Attack: Strength vs. AC (melee; main weapon and off-hand weapon) or Dexterity vs. AC (ranged), one attack per target.
Hit: 2[W] + Str mod + Dex mod damage.

So, my question is: The attack says, for melee, "main weapon AND off-hand weapon." So is it two melee attacks per target? But the Hit line only gives a damage formula and doesn't say "per attack" like I see on other powers that do multiple attacks.

So if it's two attacks per target, and each hit does 2[W] + str mod + Dex mod damage, then that would be a potential 4[W] + 2xSTR mod + 2xDEX mod per target -- and since it can hit two targets, a potential 8[W] + 4xSTR mod + 2xDEX mod per encounter.

Which is insane.

Hence my hesitance to believe that that's how it works. Can anyone confirm or deny this?

Easy to miss small things.
 

So the "one attack per target" applies to the attack in general. I had been reading it as: "Attack: Strength vs. AC (melee; main weapon AND off-hand weapon [so, two attacks]). Alternatively, Dexterity vs. AC (ranged), one attack per target."

I like that reading better, for selfish reasons, but yours makes the power less broken. :P
