Does the Avariel have any race levels, like other races (aasimar, drow, etc?) Or do I have to use the -3 rules from Players Guide to Faerun.

I don't remember seeing a racial class progression for avariel, but you can make them yourself. The racial class progressions for drow, aasimar, and so on, are optional, too.

There is a racial progression (ala Savage Species style) in the new Planar Handbook.

That is for Avoral (Guardinal), not for Avariel (Elf).

Yes it has. In fact, that's the only place you can get official 3e stats for the winged elves. But no racial class progression.

But then again, it isn't that hard to do.
