Balance: for the group or the game?

IMO balance is all about the players. Every player should feel that he is contributing equally to the adventure and not consistently be outshined by other players' PCs and generally relegated to being a lesser character.

The rules were written with mechanics that help to keep this balance with little DM fiat required.

A good DM will find opportunities that play into each PC's area of expertise and not rely continually on the hack and slash fighters rule stype of play. That is unless that is the kind of PC all the players are running.

One of the best things about 3.0/3.5 was the de-emphasis on individual performance and instead on team work. This allows for everyone to enjoy the game more thoroughly and not compete with the other players for game time.

The games I enjoy the least are ones where one player dominates the night by having his character be everywhere and try everything. The ones I enjoy the most are the ones where players take turns letting their PCs shine.
 

Its a bit of both IMO. Though I prefer for most of the balance to come from the game mechanics. Once thats balanced, the game/group takes care of itself usually.
