Balancing Influx of Clerical Spells?

You could require casters with access to all spells on their spell list (clerics, druids, etc.) to start with the PHB list, and for each non-PHB spell they want to use, they have to lose access to a PHB spell of the same level. So the number of available spells remains the same.

This is what I do, and it works really well. Clerics have to make hard choices, and they tend to know the details of obscure spells a lot better. The only necessity (as always!) is DM approval, to keep unbalanced spells out of the game.

I've never had to deal with this in practice,but how about having clerics and druids have to complete a small but level-equivalent side-quest for a servant of their god to gain access to the spell?

Allow the arcane casters to rechoose their spells known, using the full list of spells you are offering.
