OK, this is a spell I came up with while thinking up the culture for a particular character I wrote up. This was a side thing that isn't really tied to him at the moment, though he may learn it when he gets to a high enough level to cast it. The name is similar to Banishment, but it's effect is more like that of Sanctuary. What do you all think?

This spell is utilized whenever someone has committed a crime against a nation, organized religion, or sufficiently powerful individual of a great nature. Upon casting this spell, the caster decrees an area. This area must be a minimum of one square mile in area, and must be defined by clear political or physical borders. The subject of this spell is forbidden from entering the area determined by the caster. If he, at a later date, willingly attempts to enter the area, he must make a Will save, DC 10 plus the caster level of the individual who cast the spell on him. If he fails, his body refuses to enter the area, but he is otherwise unaffected. If he succeeds on his Will save, he may enter the region, but the person who cast the spell is instantly aware of the violation, and where it occurred at. This spell does not give the caster knowledge of where the individual is at any given time, simply where he was when he broke his Banished effect. While in an area an individual has been Banished from, they take a -4 penalty on all rolls made.
Banish can be dispelled normally, however the one attempting to dispel it must make a caster level check against a DC of 10 plus the caster level of the individual who cast the Banish spell. Successful dispelling of this spell is alerted to the caster in the same way as a willful violation of their banishment.
Legal Component: To be able to cast this spell, the target must either have committed, or been found guilty of some crime of sufficient magnitude to warrent banishment. Traditional examples include treason against the crown, or blasphemy against a church, but these are hardly the only possibilities.
